NEWMARKET— Dynasty Auto Wholesale Inc. has been fined $28,000 plus a victim fine surcharge, and Mohamad Reza Javadbin has been fined $8,000 plus a victim fine surcharge, after being convicted on September 16, 2008 of Drive Clean violations, including submitting false information to the ministry, distributing a false Drive Clean certificate, and permitting the operation of a vehicle that did not comply with emissions standards.  The parties were given 90 days to pay the fines.

The Court heard that Dynasty Auto Wholesale Inc. operates a used vehicle dealership in Toronto.  Mohamad Reza Javadbin is a corporate director of Dynasty Auto Wholesale Inc., which is not an accredited Drive Clean facility.  Dynasty Auto Wholesale Inc. sold a 1999 Volkswagen which did not meet emissions standards.  Mr. Javadbin attended a Ministry of Transportation office and used a false Drive Clean certificate to transfer the vehicle registration to the purchaser.  Mr. Javadbin then provided the false certificate to the purchaser of the vehicle.

Dynasty Auto Wholesale Inc. and Mohamad Reza Javadbin were charged following an investigation by the Ministry of the Environment's Investigations and Enforcement Branch.
